Quality education for all in Serbia – Publication of “Guidelines for the integration of the reference framework of competences in selected subjects of the national curricula”

In order to show how the Reference Framework of Competences for a Democratic Culture (RFCDC) can be integrated into selected subjects of primary and secondary education, experts from the Institute for the Improvement of Education, in coordination with advisers from the Serbian Ministry of Education, Science and Technological Development and the Institute for Educational Quality and Evaluation, prepared the unique “Guidelines for the integration of the RFCDC in certain subjects of the national curricula”. The experts benefited from an introductory mentoring session by an education expert from Andorra, the most advanced country in integrating the Framework into the formal education system.

The guidelines provide an analysis of the curricula, a mapping of the link with the RFCDC and provide examples on how to develop competences for democratic culture (CDC) through the teaching of subjects bearing in mind the education cycle. Examples are given through the following subjects: Serbian language/Serbian language and literature, mathematics, world around us/basics of science and society, foreign language, history, geography, physics, chemistry, psychology and civic education. To make it easier for teachers to assess how well their teaching practice is developing CDC, the authors created an assessment checklist for education professionals.

With the guidelines and the soon-to-be-accredited online and in-person continuing education for teachers, teachers in Serbia will have resources like few other countries in Europe have in terms of integrating the framework into the system. education, and which is now also part of the official education strategy 2030 of the Republic of Serbia.
