Summary of Qualifications
Candidates awaiting completion of education or certification/licensing requirements may be referred and tentatively screened, but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. English Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person shall be appointed under the authority of 38 USC, Chapter 73 or 74, to serve in a direct patient care capacity in VHA who is not proficient in written and spoken English. Education Requirements: (1) Must have a doctorate in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of ​​the degree must be consistent with the mission for which the candidate is to be employed; OR, (2) hold a doctorate in any field of psychology and, in addition, have successfully completed a re-specialization program that meets the following two conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained corresponds to the assignment for which you are applying; OR, (3) have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution, with a thesis primarily psychological in nature. Internship Requirement: (1) Must have successfully completed a professional psychology internship program approved by the APA or CPA at the time of program completion that is relevant to the assignment for which the candidate is to be employed; OR, (2) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable to meet the internship requirement, provided such programs have been sanctioned by the psychology program director from the central office of the VHA and the office of academic studies of the VHA. Affiliations at the time the person was a trainee; OR, (3) VHA institutions that offered one-year full-time pre-doctoral fellowships prior to PL 96-151 (prior to 1979) are considered acceptable to satisfy the fellowship requirement; OR, (4) Applicants who have completed an internship that was not accredited by the APA or CPA at the time of program completion may be considered eligible for employment only if they are currently certified by the American Board of Professional Psychology in a specialty area that corresponds to the assignment for which the candidate is to be engaged. (NOTE: Once board certified, the employee is required to maintain board certification); OR, (5) Applicants with a doctorate degree awarded between 1951 and 1978 by a regionally accredited institution with a thesis primarily of a psychological nature may fulfill this internship requirement by having the equivalent of supervised internship experience from one year at a site specifically acceptable for the applicant’s doctoral program. If the internship experience is not noted on your official transcript, you must provide a statement from the doctoral program that the equivalent of a one-year supervised internship experience was completed at an acceptable site for the doctoral program. License: Applicants must hold a full, current, and unlimited license to practice psychology at the doctoral level in any state, territory, or the Commonwealth of the United States or the District of Columbia. May qualify based on grandfather coverage as outlined in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Determination of grades: GS-11: None beyond the basic requirements above. GS-12: At least one (1) year of experience as a professional psychologist equivalent to the next lower level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist, but with less intense supervision than at the GS-11 level. In addition to the above experience, the candidate must demonstrate the following Knowledge, Skills and Abilities (KSA): knowledge and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations . Ability to design and implement effective treatment strategies. Ability to integrate new clinical procedures. Ability to conduct research activities, such as the design and implementation of clinical research projects (staff psychologists with specific research tasks). Ability to perform basic research tasks of scholarship and research execution in the context of an established research team, including relationships with research participants, documentation of research, acquisition of data, maintenance and collaboration. GS-13: Candidates must have at least two (2) years of experience as a professional psychologist, of which at least one (1) year is equivalent to the GS-12 level. In addition to this experience, the candidate must demonstrate the following KSAs: Knowledge and ability to apply professional psychological treatments to all patient populations. Ability to provide professional advice and consultation in areas related to occupational psychology and behavioral health. Familiarity with clinical research literature. Preferred Experience: Prefer demonstrated experience in co-located and collaborative care and in providing brief evidence-based psychotherapy and consultation services. The actual grade at which a candidate can be selected for this vacancy is between GS-11 and GS-13. Physical requirements: light lifting (less than 15 lbs); light transport (less than 15 lbs); reaching above the shoulder; use of fingers; on (intermittent); standing (intermittent); hearing (authorized assistance); clear speech. The work is sedentary. Typically, the employee can sit comfortably to do the job. However, there may be walking, standing, bending, and carrying light objects like papers or books. No special physical requirements are required to perform the job.
